Equal employment opportunity commission (EEOC) ensures that there is no kind of discrimination at work. It prohibits all kind of discrimination on the basis of gender, age, disability, nationality etc. All the workers receive the same kind of protection against the discrimination regardless of where they work. There’s no chance that employees can opt out for a little discrimination for extra benefits because that is illegal made by EEOC.

Thus the answer is (3.) workers receive the same protection regardless of where they work.
