Compound (2) is a carbonyl compound and which is having less polarity compared to the alcoholic compound (1).

So; Compound (2) have greater Rf.

Most polar compound have strong interactions with polar stationary phase silica and which moves less distance over TLC and in result, polar compound (1) shows lower Rf.
