Darby has a patent and the Chinese government is offering a contract guaranteeing purchase of 100,000 phones. How does this protect Darby?

Darby is aware that once it's technology is understood by Chinese government, they might walk away with the agreement and start making their own phones. Since the technology is state-of-the-art the real benefit arises in the low production cost. But is is difficult to protect the technical knowledge. It can be protected by a written contract between the parties to avoid any disputes regarding enforcement. Nut there are insufficiencies in the code of law, lack of understanding of the concept of private ownership of IPR, and inadequate enforcement of regulations. Thus it will not protect Darby
