What type of conflict would it be if there is not enough nurses aides working the floor because they are sitting in a one on one for patient safety. Individual, interpersonal or intergroup and why?

The type of conflict that would be if there are not enough nurse aides working; the floor because they are sitting in a one on one for patient safety would be interpersonal as some nurses might be sitting with patients which require long sessions so the others may be made to work lot more by shifting from one patient to another leading to unequal distribution of work leading to conflict.
