If the manufacturers report a total calorie count of 291 KCal, they would be within accuracy because FDA allows food companies a comfortable range on the accuracy of the calories listed on the product label. It can be 20% in either direction. If a food packet says 291 Kcal, the range may lie between 233KCal - 350KCal. This occurs because the FDA doesn't do a systematic verification of food labels and the responsibility of the accuracy of the food label lies with the food company.

Conventionally, calories are calculated by placing a certain amount of food in a container called a bomb calorimeter and is combusted, the heat that is released for the food is used to heat a certain volume of water, based on the change in temperature of the water, the calories used are calculated and gives a proper estimate of energy that particular food contains.
But more often, most companies add the calories of the ingredients present in the food from nutrient databases to justify an almost accurate calorie count.
