if cool wind is blowing, then water droplets on wet clothes will evaporate and for the water drop to evaporate, it need latent heat of energy. so latent energy is provided by the body. so body lose heat energy and and body temperature drops.

cloudy nights are warmer because during day, sun heats the earth and during night, earth loses that heat in form of radiations. but if it is cloudy night then clouds act as insulator and heat is not escaped from earth so it remains warmer.
