for the pipe

volume flow rate = Area * velocity

volume flow rate = 15 *10^-4 * 3 m^3/s

let the time taken to fill the barrel is t

total volume = volume flow rate * t

2.2 = 15 *10^-4 * 3 * t

solving for t

t = 488.9 s

t = 8.15 min

the time taken to fill the barrel is 8.15 min
