At 100 oC it is called boiling point of water, this is a sterilizing temperature, it can kill all life forms but, spores are an exception though.
At this temperature there can be no increase in the population size, because all bacteria get killed. The enzymes and proteins get denatured, and the bacteria will undergo cell lysis, leading to leakage of cell contents.
