Government accounting is the process of recording, analyzing , classifying , summarizing , communicating and interpreting financial information about government in aggregate and in detail reflecting transactions and other economic events involving the receipt, spending, transfer, usability and disposition of assets and liabilities.

Major shortcomings for the government accounting for allocation are as follows

  • Only few of the people are qualified accountants and have knowledge of complex accounting issues.
  • Government accounting covers wide variety of administrative entities such as ministries , tax authorities and many spending units such as schools hospitals etc. further they are widely spread from capital city to remotest area of the country.
  • basis of accounting is not uniform i.e. cash or accrual or mixed
  • scope of accounting is not clarified i.e. which all areas will be covered and to what extent
  • Some organisations use manual method of accounting and some uses computerized method. further , there are difference in accounting software
  • There is diverse reporting practices and different internal control documents used by different organisations which makes difficult to combine the data.
