Answer: Yes, the implications of access to healthcare delivery are the increased use of resources newly available to those who had little or no preventive care prior to obtaining insurance as many people nowadays the cost of medical insurance is too much high and people those have low income cannot afford it. The people who are already insured get the benefits of better treatment.

Moral hazard is a risk as it refers to a change in economic behavior. It also includes that the presence of an insurance contract increases the chances of a claim and the probability of a claim. The healthcare costs are out of control and increasing day by day. Although it is beneficial for the people having Medicare or Medicaid but those people who cannot afford these has to suffer a lot.
