Just culture is a culture safety for a patient that focuses on professionals to learn culture to improve patient-focused care environment.
In health care, organization errors increase the morbidity, mortality and adverse effects. Error identification is responsible for individuals.  Professionals in the organization should believe errors and blameless can develop a just culture. Just culture should focus on errors and outcomes and management of behavioral choice of employees. Blame free organizations can not make just culture. when identifying mistakes from someone we need to identify the cause of errors and stop working with them.
