CF4 has tetrahedral structure and due to symmetry, all dipole moments gets cancelled by each other.

So, net dipole moment is O.

In NF3, N has lone pair. Because of lone pair, the molecular structure of NF3 is trigonal pyramidal.

Due to lone pair, there is no symmetry and hence there is net dipole moment in case of NF3
