If 12 is the new value in the dataset, then the new mean is 27.33, which is smallest possible value of the mean of the newdata
If 52 is the new value in the dataset, then the new mean is 30.67 which is largest possible value of the mean of the newdata

Mean is moved by the outlier. If the new value add it closer to the mean of the original data, the new mean also will be close to the original mean of the data.
