"guiding Principles" are the written codes and documented, to which organisation rely throughout the life for taking guidance for action s. Procedures are code of conduct prescribed by exercising the guiding principles. Goals are set to achieve but can not guide course of action and these are changable but guiding principles are hard to change. Policies are the actual guiding principle for an organization. These are not changeable easily. And organisation adhere with policies. So policies can guide course of action. Production log may affect the course of action but can not be a guiding principle.
