The Institutional Review Board (IRB) is one part of the research enterprise designated to protect human rights.
The IRB was an attempt by the federal government to ensure the protection of human rights/human subjects from unethical scientific research.

They must approve each proposal and certify that the research will be conducted in accordance with the law and protect subjects from harm.
