1. I think it's better to have his dental work in his country only because there are many risks associated with this :-

- poor quality of health care service

- antibiotics resistance at global level

- complications after surgery while traveling back

- communication challenges

2. Getting medical attention has become common due to increase healthcare costs . No, not only decreased cost is the reason , some of them might be immigrants and want to get their treatment at their native place , another reasons are long appointment dates , to receive a therapy or procedure which is not available in present country .

If Harl has problems after his dental works is completed in Mexico then he has to go back there itself for further management .
