What is policy :
Policies are universal. It is a blue print. Policy defines set of rules and regulations. This are set of guidelines prepared according to different purposes to achieve specific goal. It makes the work smooth to achieve predefined goals.
Policies are set of boundaries within which concern person have to work or act towards achievement of goal. It helps to achieve certain standards in actions. And increases harmony and smoothness of any act.

The creator of policy differs as the purpose, goal and level of implementation differs. In organization it differs as size of organization differ. In small business mostly owner decides the policy within boundaries of government’s rules and regulations. In giant business the management team or top level discussed it and comes to the final decision.
So, we can say that policies are creates by top authorities in different places to achieve its objectives by keep in mind the general interest.
As policies are formulated, it must run properly to achieve the goal. it should be discussed with its concern public so that they come to know how they have to act to achieve the goal. Once policies are implemented the top authority reviews it at different time and take correcting and developing actions foe batter results. The actual results must be compared to standards to find any error for smooth operations.
Follow up is must for success of any policy, and any party who tries to breach the policy should worn or punished in many different way at different level to control any malpractices.
So, with needed changes at different intervals at different levels policies are implemented and operationalized.
