- They ensure compliance with laws and regulations, give guidance for decision-making, and streamline internal processes.

- A theory of change leads policy designers and implementers to develop a programme logic model to explain the activities and processes of the intervention that will have to be made, in order to achieve the transformation goals set. These are the desired effects, or outcomes and impacts, of the envisaged policy.
