Though it might be possible that smoking during pregnancy is responsible for criminal behavior in people, we can't infer it directly as no data is given as how much percent of children turn that way. It is just an statement indicating possibility

Also, criminal behavior can be because of other factors as well we don't know the ratio in which smoking during pregnancy is responsible for criminal behavior in people
