Should OHS inspectors apply fines to employers who break OHS laws or should they provide them with advice about how operate safer workplaces? What is fair to employers? What is fair to workers?

Work place safety is the most important aspect for an individual working to prevent losses (physical, mental, financial, etc.,) Hence it is the responsibility of the employers to provide a safer environment and thet should be aware of it and educate their employees regarding the same.Hiding or concealing this with the employee is liable for action.In order to prevent this the OHS inspector applying fines to employers is fair. The employees generally lack knowledge or unaware of the risk of a new work and should be made aware only by the employer so that they can follow appropriate actions and prevent unnecessary losses .In case if they break the law it is fair to advice them first.
