There are few factors to be considered. These are as below:

No.1) Specialization: if an advertisement requires specialized work like presenting a model, shooting at a location, and acting, then in-house facilities can’t be enough; external agency is required for that.

No.2) Variety: if there are so many varieties of products then in-house facilities should not be blocked there for advertising, since it may hamper normal production. Therefore, it is better to have outside agency.

No.3) Impact: in order to get big impact on product selling and marketing, outside agency would be the best. An outside agency takes it as a challenge, since this is their source of income; the in-house facility may not be so effective, because advertising may be treated as an additional work.

No.4) Finance: if a company doesn’t have finance problem and can invest big amount of money, an outside agency could be employed preferably.
