I believe, the monumental congressional action toward America's current universal healthcare status is the passage of ACA ( affordable care act). The ACA is very effective as it tends to cover most of the population of America. They have helped the people to get the health insurance where all the general medical expenses required for an individual to live is made less by the government itself. It will not provide the people with free services but it opens a positive pathway for the people towards the positivity related to their health. The people are more conscious about their health and the importance of early diagnosis and treatment. Rather than getting a less paid services it is much more better to develop a sense of positivity and being healthy among the people.
