Answer: Privacy is a part of the one's personal space which patients wants to share or not it depends upon the choice of the person.
Privacy is a moral right because everyone has right to reveal or have privacy regarding personal issues. One can have self respect and identification and have self privacy.
HIPAA provides better opportunity for the patients to have safety and privacy. But there is some case when public health policy justifies the violation of the right to privacy such in case when there is any legal issues and concern regarding the government orders. At the government orders, the healthcare professionals can reveals or hand over the medical documents related to that particular patients.
