Answer: Privacy means a state of isolation where no one disturbs or interfere in one's personal matters. Privacy is a moral right and everyone has this right to avail. People should respect the privacy of eachother. Interfering in someone else's matter is a concern of privacy exploitation. It is not everytime that people are ready to let someone to interfere in the personal decision or matter.

In the case of healthcare, patient have right to privacy, they can decide whom, when and how to share the information or not. The privacy includes detailed information about the patient, medical history, prescription etc. should not be disclosed without the concern of the patients. There are many programs which protects patient's privacy such as HIPAA.

But sometimes there are cases occurs where violation of the right to privacy is justified. In the case of the police verification or the legal case incident where the involvement of the government or any official case occurs. In this kind of cases the patient's information can be shared to the particular authority who is looking after the case.
