Answer: Privacy is a kind of state which is totally free from public attention or interference. Privacy means things ones owe to himself.

Privacy is a moral right because most of us are not ready to share things, information etc or we don't want any kind of interference in our own matters. So, it is a moral right as like right to live and stay healthy.

There are some of the cases where public health policy justifies the violation of the right to privacy as in some cases like when there is legal process or legislation requirements. The public health policies requires the medical history of the patients as well as treatment procedure for the reimbursement.
