Since public health, is a matter of concern for everyone it may have voices from different parts of the society, individual level, and target population level and at the community level. Thus to address a health issue in population health we may start at the public health level, by raising awareness about the issues of the target population, through the use of the media and by active lobbying for the shaping of the policies. For example on the individual level, people may receive instructions for covering their mouths when they cough or to use a tissue while sneezing. Thus the public health address at all levels and covers the population level as well.
