The Gun license provided by the U.S. government to its civilian for varied reasons has always been a topic of debate.This is considered to be more than a criminal issue to a public heakth issue .Where the gun licensee out of frustration,personal reasons,social trauma,depression, medical illness harm the public unintentionally and causing a massive health issue.The recent use of this firearm in 2011 has been a massive public health issue costing the lives of innocent people.

The debate also goes along that it is to be  treated as a criminal case that harming others unintentionally for personal safety ,though legally accepted.It is at times not considered to be punishable severely that the gun licensee has killed a life .This makes a group to argue that it is to be categorised into criminal issue.

Some of the implications in terms of criminal justice system and the health care system is the medical professionals wanted this law has to be stricter in issuing the firearms to general public.The use of it ,to be restricted in mentally ill patients or who has psychological problems.
