That means she is having that role and powers to maintain that.

Legislative or regulatory law which is given by government and administrative agencies, here the immunization is compulsory for all children, it can be done by free health services also,

As per government rules the nurse has create awareness among parents like they don't want to pay money for immunization and they can get vaccine by free.

If she didn't educate it may one of the administrative problem of the employee so it may affect on her job.

Judicial law which is given by court.

If there no immunization certificate, it is an malpracticing giving admission in school, because that certificate is necessary according to this scenario, so court may take some actions, if there is no records.
