Answer to the question is 10 percent level.

This is because , at 10 percent level , the level of significance is 5 percent each for a two tailed test which gives a value of z of less than -1.645 for a statistically significance attainment. Both the other values of 1 percent and 5 percent does not give a statistically significant value.
