INTRODUCTION:
This is the landmark health reform legislation passed by the 111th congress and signed into law by president Barack Obama in March 2010. This law is also known as PPACA, ACA, healthcare reform, Obamacare. This issued new rules and guidelines on the offering, administration and acceptance of health care coverage in U.S.
POLITICAL STRATEGIES SURROUNDING THE LEGISLATIVE PROCESS OF THE PPACA ACT:
It was a major legislative achievement of the 111th congress. This law structurally reforms the US health care system by encouraging universal health care coverage through regulated competition among private insurance companies.
Democratic majority was able to enact something in a political field characterized by strong resistance to change.Evolution of US legislative institutions, mostly in the sense of a major centralized legislation process.
The ACA was intended to provide the uninsured and underinsured with insurance coverage by way of an expansion of medicaid, inturn, access to healthcare services would lead to improved outcomes for the newly insured. The ACA also aimed at improving the quality of healthcare,lowering the growth rate in health care spending, and expanding access to healthcare services to particularly vulnerable groups such as children and pregnant women.
CONCLUSION:
The democratic party views the ACA as a major step toward keeping a longstanding promise to the public to make healthcare available to all Americans.Democratic goals include eliminating discrimination for pre-existing conditions, reducing costs and promoting innovations and expanding coverage to many currently uninsured Americans.
