Treatment should be given to people when they need it.It is necessary.

When one does not give treatment when they can it is ethically and legally wrong.

So while forgoing life sustaining treatment is not only allowing a person to die but is also considered as killing.Because he has his hand in the death of the oerson.And he is responsible for the death.
