medical illiteracy is a major barrier as when people are not aware of the transmission and the treatment options available, they may resort to high risk behaviours and may not seek treatment or diagnostic procedures. Lack of an effective vaccine is also a significant barrier as most diseases against which vaccines are developed and effectively distributed, have been eradicated. poverty is a vicious cycle and contributes to many other factors such as unemployement, lack of education, substance abuse , psychological and social issues and all these may lead to high risk behaviours (IV drug use, multiple sexual partners etc) which in turn can lead to HIV infections. Hence all these are barriers in lowering the rate of HIV infections.

The success and failure of the ABC abstinence program is relative and is controversial with no definite answers. ARV drugs were limited and their availaibility was low with unequal acess and monitoring. there were a lot of brand drugs coming in due to which most virus mutated. Although people followed the ABC approach to a certain extent, there were gender disparities due to the status of women in parts of Uganda which led to issues of condom use and fidelity. Hence all of the factors led to the failure of the ABC - Abstinence program.
