Preference Matrix Question

Walmart is deciding which suppliers 1, 2 or 3 to buy toilet paper from as stores across the country are sold out.  The Procurement Manager has decided to choose the supplier base on cost, quality and their ability to deliver as soon as possible.  The Manager feels that cost is very strongly preferred to delivery time (7) and very strongly preferable to quality (6), and that quality is moderately preferable to delivery time (2).  The preference matrix for cost, quality and delivery are given below for the 3 suppliers.  Which supplier should Walmart buy from?  To save time, just perform a consistency check for the criteria.
