Stomata should have more stomata on the upper surface of leaf in the aquatic plant. Because the stomata on upper surface of leaf leads to gaseous exchange from the atmosphere because the lower epidermis is covered by water in aquatic plants.

The stomata are found lower in upper epidermis so that it conserves water and reduces transpiration and reduces water loss.
