if one situation is considered predicated to other means that if situation one is true or real then other situation become real or true.So Truth or reality of one situation is depend upon other situation become real or true.

For example if inflation goes up then interest rate increases.

If demand of dollar increases in market then value of dollar will increase.

If dollar price goes up price of gold will increase.

So happening of one situation is depend on other situation becoming true or real
