1) Assuming that autoregulation is not working we can conclude that in the presence of higher than normal levels of plasma proteins than it will lead to a decrease in glomerular filtration rate.

2) GFR would change this way because of the following reason:

The proteins provide oncotic pressure on the glomerulus. Basically oncotic pressure functions to hold water back in the glomerulus under normal conditions. No protein should be filtered by glomerulus which means that protein are absent in the Bowman's space. However, when the level of protein rises than normal then the oncotic pressure comes into play and tries to hold water back. This is the reason that rate of GFR is decreased. Also when level of protein increases then it causes inflammation as well as scarring in the renal tubules which leads to subsequent nephron loss.
