For charging or discharging of capacitor, the time constant (this is the characteristic of the circuit and is a scale of time) of the RC circuit is given by

\tau=CR

Thus the time is proportional to the capacitance of the circuit. So, if the capacitance is increased, then the time constant increases and so, the charging and discharging time increases.

2)

If two resistors are connected in series , then the total resistance is

R=R_1+R_2

So, in series, total resistance increases. And similarly,

If two resistors are connected in parallel , then the total resistance is

R=\frac{R_1R_2}{R_1+R_2}

So, in parallel, total resistance decreases.
