The best option would - Often. It is important that all the people feel that they are important assets whose opinion holds importance. They need to feel that they have the liberty to make the decisions they feel will be beneficial. Also, it leads to coming up with novel ideas/solutions. If each person is made to feel that they are responsible for their acts, they will try to put their best foot forward because they know that they will be held accountable and will have to face the repercussions. Hence, they will always try to work in the best way possible and at the same time feel they are answerable to the leader as well.
If a leader always lets those under him/her do what they think is the best, then there will be no sense of monitoring/check. It is important to give autonomy but it can be misused. Hence, it is important to be cautious.
Never letting people do what they think is best would demotivate them and will make them feel as if their opinions are not valued. They will also feel a disconnect with the leader and will prefer not approaching them and keeping them in the loop.
