A cyclic sythesis and degradation of cyclin proteins is required for the cell to pass each phase of the cell cycle.

the cell would have two nuclei.

since the number of chromosomes is not mentioned in the question, I can not comment on that aspect. However,nuclear envelope forms in telophase, i.e, before cytokinesis. Therefore, if the cell does not undergo cytokinesis, the cell would have two nuclei.
