Kholberg’s theory of moral development cannot be generalized to all cultures, because [all of these are true].

Most of the theories were developed from Western white male orientation thus rejecting the importance of culture, religion, gender, socio-economic factors, political ideology etc. In order for one to develop moral reasoning one needs to socialize with others in the society. Besides, some cultures do not engage in judgement, criticism or have an aim to punish but practice a caring orientation. Thus, it’s not a holistic theory that addresses the above issues.
