Answer- Whether the tissue has receptors specific for that hormone

The hormones have impact on the specific tissue if tissue has a receptor specific for that hormone.As a result,forms the hormone-receptor complex for the further action. The lipid soluble hormones enters cells by diffusion and binds with the intracellular receptors in cytoplasm and the water soluble hormones or amino-acid derived hormones enter the cells by binding with the cell surface receptors for their effect.
