Micron gauge can measure vacuum  more precisely to smaller values than a gauge in inches of Hg. So, micron gauge is better than Hg gauge in inches.

Hence, Tecnician A is correct.

Removal of service valve cores helps in better and faster evacuation. Hence, Tecnician B is also correct.

So both Techinicians' statements are correct.
