Hypoxia is a condition where there is severe shortage of oxygen in the cells. Glycolysis is the only ATP-producing pathway that functions in both aerobic as well as anaerobic respiration. In contrast, citric acid cycle and oxidative phosphorylation also produce ATP but only in aerobically respiring cells. Therefore, a cell in hypoxic condition does not have oxygen, hence it cannot produce ATP via citric acid cycle or oxidative phosphorylation. It must keep the ATP at a steady level by consuming more glucose to keep glycosis going in order to fulfill the ATP requirement.

Hence, option (c) is correct.
