Remember that the MHC complexes work for taking antigens from digested pathogens and display them in the cell surface so the immune system gets activated against such antigens. MHC class one are in charge of displaying self antigens to avoid the system to attack self cells, on the other hand MHC class II are only dedicated to pathogenic antigens, not cell antigens.

In the basence of infection MHC class I will keep displaying self antigens and no non-self antigen will bind to any MHC molecule.

The answer is option B. non-self peptides do not bind to MHC molecules (just because there are no non-self peptides)
