Here is my answer to the question asked.

In the given question., nothing haa been mentioned about process flow of which resources to be used along while a resource is being worked.,Here we assumesd that one process can be utilised only after a resource is completed.

1) facts are each lens must take 2 resources utilisation in assembling.

First resource time = 0.91 hours

Second resource time = 0.45 hours

Time taken for 16 lenses to be assembed at pace line machine = 16 lenses * (time taken for resource 1 + resource 2)

= 16 * 1.36 hours

=21.76 hours

2) patients are treated in 2 process

Time for process 1 = 0.91 hours

Time for process 2 =0.63 hours

Time to treat 11 patients = no.of patients * total time

= 11 * 1.54 hours

= 16.94 hours
