According to Dilution formula:

M1V1 = M2V2                    M1 = 12 M , V1 = ?         M2 = 0.1 M , V2 = 1L    (1L = 1000 mL)

12*V1 = 0.1*1

V1 = 0.0083 L

      = 8.3 mL

Volume of water added = V2 - V1 => 1000 - 8.3 = 991.7 mL

Initially by taking 8.3 mL of 12 M HCl solution, to this add 991.7 mL of water to make final volume of 1000 mL.
