Answer #1

Answer : (1) Most likely I would like to go to Europe as the government who gave priority to environmental efficiency are mostly from Europe. so, there is a far better chance to understand the mechanism of improving energy efficiency in those countries.

Answer :(2) Increasing energy efficiency is cheaper than the cost of finding a new energy source as it reduces government costs on constructing new power plants and buying more energy from others. thus increases the market competitiveness by lowering the energy cost.

Answer :(3) The federal government.

Answer :(4) As energy prices increase the interest in improving efficiency also increases since the interest in energy efficiency has taken an upsurge after the oil embargo of the 1970s.
