In terms of uncertainty, these subunits may be in a better position to deal with the same and hence the power rests in their hands. Moreover, there could be certain activities that are centralized at a particular subunit and must be critical in nature, thereby resting more powers upon it. Similarly, subunit must be placed in such a manner that it enjoys the most strategic powers that the others in the unit. Hence all of the above options are correct.
