Hydrogen bonding is very strong when the donor and acceptor atoms are same.

Hydrogen bonding in compound (3) the donor and acceptor both are nitrogen so the H atom is similar distance apart from the two nitrogen atoms and this results high stability hence high binding constant.

Among the compounds (1) and (2), in (1) the donor atoms both are oxygen but in (2) the donor atoms are nitogen and hydrogen (which is more stronger) . That is why there is a difference in strength in the H-bonding.
