Do you think Internet users should be charged based on the amount of bandwidth they consume, or a tiered plan in which users would pay in rough proportion to their usage?
As far as the internet is concerned there is far lot of difference from the old generation plans. The popularity of internet arised rapidly which lead to large profit for the Internet Service Providers (ISP) . In earlier networks and all the the charging for internet was purely based on the fact of data usage . Especially in the devoloping contries like india where ADSL connections hold very poor bandwidth which indeed lead to the pricing schema purely based on the amount of usage. After the invention of Optical fiber Communications in India (OFC) the pricing schema was entirely changed . The world wide networking providers who used ADSL got into trouble when the new provders gave impact using OFC and the pricing schema. They changed the pricing scheme in a user flexible way .
As we are concerned more user flexible way by pricing in such a way that the cost is provided as per bandwidth conception. There is no point in giving charging for the data bandwidth so the more flexible plan for user is charging for particular bandwidth . For example 2mbps unlimited will be charged 600 rather than providing 100 GB at 600.

Or would such a record in fact be a risk factor for them committing other (perhaps even more serious) crimes
